The model

A single decision loop, inside a closed web of checks.

The people are sovereign. Their mandate is formed honestly, carried out competently, measured openly and corrected as it runs, with every power checked, including the bodies that do the checking.

The operational decision loop within British Intelligent Governance Top to bottom: the UK Foundational Charter (rights, crisis doctrine, treaty limits) constrains an Expert Layer of five illustrative domains, Economy, Health, Infrastructure, Security and Environment, each led by an appointee who must meet published expertise criteria and holds decision authority within a defined scope. Their work produces a Decision Output (data, modelling and risk assessment), overseen on the left by the Integrity and Safeguard Assembly and on the right by the Crisis Defence Council, whose integrity-oversight and crisis-protocol loops feed back into a second Decision Output (policy or action, with stated assumptions and trade-offs). Every decision is open to Review, Pause and Correct, roles are replaceable; standards are fixed. The whole flow runs on the UK Digital Infrastructure and Feedback Layer: identity and secure voting, a transparency ledger, and offline fallbacks. The operational decision loop within BIG, constitutional safeguards, integrity oversight, crisis doctrine and digital infrastructure constrain and surround the flow. Five illustrative domains are shown; the settlement defines ten (Part XVIII).

What this adds to the original concept. The early sketch showed experts and a decision loop, but left out who authorised them. This model puts the people back at the source: the mandate is actually formed (electoral reform sits inside the picture, not beside it), powers are separated under a constitutional court, outcomes feed back as a measured signal, and the integrity body is itself watched, by rotating citizen juries that guard the guardians. Around the loop sit the fiscal constitution, the territorial settlement of the Union, justice and the use of force, citizenship, and the defence of the constitution against those who would dismantle it.
